While most of our classes are temporarily online, it is important that you remain vigilant, keeping yourself and your ʻohana healthy and safe! Stay up-to-date on campus announcements and information, and if you have a concern or query please reach out to your Vice Chancellor. This week, I provide an update on where you can access information about COVID-19 on our campus, a reminder about FERPA, and provide our recent IPEDS information.

First, our COVID-19 Update

UH COVID-19 Dashboards have been updated. The dashboards provide you with a daily summary of COVID-19 Positive Cases across the UH System and by Campus, Summary of Employee Vaccinations across the UH System and by Campus Percentage and head count. Additionally, there are student information dashboards to include: Summary of Student Vaccinations across the UH System and Vaccination head counts by campus.

The most recent version of the System’s UH COVID-19 Guidelines is now live. You can also access UH West Oʻahu guidelines, which were updated for the spring 2022 semester.

Reminder about coming to campus: Students, employees, and visitors must download LumiSight UH to your smartphone. Register and upload all relevant COVID-19 information. Prior to coming to campus please check-in using your LumiSight UH and respond to all health questions. BE PREPARED TO SHOW YOUR “GO GREEN” SCREEN at our campus verification stations. If for some reason you forgot to sign-in, please do so before entering campus or see our friendly student assistants at any of the verification sites. They will assist you with signing in or getting a day pass. NOTE: you must have proof of COVID vaccination or negative COVID test to retrieve a day pass.

FERPA – Best Practices

The University of Hawai’i is responsible for maintaining the confidentiality of student education records and monitoring the release of information from those records, in compliance with the Family Educational Rights and Privacy Act (FERPA).

UH employees with access to student education records have a legal responsibility to protect the privacy of students by using information only for legitimate educational reasons to instruct, advise, or otherwise assist students. FERPA also assures certain rights to students regarding their education records.

What is FERPA?
The Family Educational Rights and Privacy Act of 1974, as amended (also known as the Buckley Amendment), affords students four primary rights with respect to their education
records. They have the right to:
1. Inspect and review their education records;
2. Have some control over the disclosure of information from their education records;
3. Seek to amend incorrect education records;
4. File a complaint with the U.S. Department of Education’s Family Policy Compliance Office.

Are a student’s COVID-19-related education records protected under FERPA?
Yes, a student’s COVID-19-related education records are protected by FERPA. Generally, the use of these education records is restricted to authorized institutional use and access is limited to school officials provided the University has determined those officials have legitimate educational interests in accessing the information. Therefore, COVID-19 related education records that are accessed by authorized school officials should NOT be copied, shared or disclosed. Best practices involving third party software and services
– If users need to create an account, inform them to not use their UH username and password, if possible. Mirroring credentials poses a security risk.
– Do not forget about your data after the contract or subscription ends, especially if there is Sensitive or Regulated data involved. Remind users to delete their account and materials when the platform is no longer being used (e.g., when the class is over).

UHWO 2021 IPEDS Data Feedback Report

The National Center for Education Statistics (NCES) recently sent our institution’s 2021 IPEDS Data Feedback Report (DFR). We regularly provide data to IPEDS, which is required of all Title IV institutions. IPEDS data are used to satisfy several statutory requirements. These data are publicly available in many ways:

  • Much of the data appear on College Navigator (http://nces.ed.gov/collegenavigator/), the U.S. Department of Education’s college search site that receives over one million visits per month;
  • The recently updated College Scorecard (https://collegescorecard.ed.gov/) utilizes several IPEDS data measures along with other federal agency data to help students and parents make smart college-choice decisions based on costs, value, and quality;
  • The retention, transfer, graduation rate, and price data are displayed in the FAFSA online (https://studentaid.gov/h/apply-for-aid/fafsa) when students are applying for financial aid;
  • The average net price and tuition and fees data are used for the lists presented in the College Affordability and Transparency Center (https://collegecost.ed.gov/affordability); and
  • The data are publicly available for download from the IPEDS website (https://nces.ed.gov/ipeds/use-the-data/) and are used by institutions for benchmarking as well as by policymakers and reporters.
