Resolution # 2024 – 01

Resolved, That the proposed changes as noted in Attachment (1) have been thoroughly
reviewed and considered by the University of Hawaii – West Oʻahu Faculty Senate
Special Committee on Charter Review,

Resolved, That the proposed amendments seek to enhance efficiency, clarity, and
effectiveness of the University of Hawaii – West Oʻahu Faculty Senate,
Resolved, that the following changes to University of Hawaii – West Oʻahu Faculty
Senate Charter and By-Laws are hereby approved unanimously via the Special
Committee on Charter Review:

1. Standardization and Consolidation of Faculty Senate Standing Committee
Membership Requirements for Academic Affairs & Planning, Budget and
Resources, Curriculum, Student Affairs, Distance Education and Sustainability

2. Establishes procedures to provide for the breaking of a tie in elections by a
supervised coin toss or odd-person-out procedure instead of a run-off election.

3. Establishes that Bylaws or Special Rules of Order require that proposed
amendments to the Charter, Bylaws, and previously adopted documents be
submitted with a separate attachment that shows all proposed changes in
Ramseyer format (i.e. the word(s) to be deleted shown in brackets and struck
out, while the word(s) to be added or inserted be underlined

4. Establishes that the University of Hawaii – West Oʻahu Faculty Senate Chair
and Vice Chair have earned tenure.
Be it further resolved that these amendments shall take effect immediatley upon
approval of the Faculty Senate, the Vice Chancellor of Academic Affairs and the
Chancellor.

Intended Purpose or Rationale

The Special Committee on Charter Review proposals have been discussed extensively
and have passed unanimously.

1. The current University of Hawaii – West Oʻahu Faculty Senate Charter and
Bylaws list redundant membership requirements for each of the Standing
Committees listed above. It is proposed to list the Membership Requirements
once as revised in the attachment.

2. Updating the University of Hawaii – West Oʻahu Faculty Senate Charter to
provide standard procedures addressing a tie in elections by the use of supervised
coin toss or an odd person out procedure instead of a run – off election.

3. Formatting procedures are intended to provide continuity, clarity, and
transparency in any proposed revisions to the University of Hawaii – West Oʻahu
Faculty Senate governing documents. These formatting procedures will enable
readers to see clearly how proposed revisions impact existing language in the
governance documents of the University of Hawaii – West Oʻahu Faculty Senate.

4. Requires University of Hawaii – West Oʻahu Faculty Senate leadership to have
earned tenure in order to serve as West Oʻahu Faculty Senate Chair or Vice
Chair. Ensuring continuity, stability and institutional memory in University of
Hawaii – West Oʻahu Faculty Senate leadership.
